The implementation of the Swedish National Qualifications Framework (SeQF) will allow all types of learning to be made visible, increasing labour market matching.

All types of learning included and made visible

The SeQF encompasses and presents all types of learning by describing knowledge, skills and competence at eight different levels.

Formal learning, from compulsory to adult, vocational and academic education, as well as learning that happens in the workplace, home or community will be made visible through the framework.

Increasing labour market matching

The framework makes it possible to compare qualifications gained from studies or professional contexts more easily. Employers will be able to get a clearer idea of an individual’s actual knowledge, which will in turn make the individual more employable and more attractive to the labour market, increasing mobility in the long run.

The European framework forms a basis

The Swedish National Qualifications Framework is adapted to suit the current standards in Sweden, with its basis on the European Qualifications Framework (EQF).

A recommendation on the European Qualifications Framework was established by the Council of Europe and the European Parliament in 2008. Today, 38 European nations have given their approval of the recommendation and support the EQF. More information about the EQF is available on the European Commission website.

The Swedish National Agency for Higher Vocational Education is responsible for the SeQF

The decision made by government to establish a Swedish National Qualifications Framework, SeQF, came into effect on the 1st of October 2015.

The Swedish National Agency for Higher Vocational Education has served as a national coordination point for the EQF since 2009 and is now responsible for the implementation of the SeQF. The framework is implemented in cooperation with labour market organisations, public authorities, education providers and students.

As of January 2016, awarding bodies outside the formal education system will be able to have their qualifications assessed and placed at a level within the framework by submitting an application to the Swedish National Agency for Higher Vocational Education.
